Montenegrin Employers' Federation (MEF) is an independent, non-governmental, non-political and not-for-profit organization based on voluntary membership. MEF was founded and registered on April 9th 2002 according to the Ministry of Justice decision no. 02-1976/02. With the Ministry of Labor and Social Affairs decision no. 0101-6048/2 from August 30th 2005, MEF was granted the status of representativity whereby it becomes an umbrella employers’ organization in Montenegro representing as such an independent voice of business at national and international level. Having signed the National Tripartite Agreement on December 28th 2006, MEF became a social partner – an official representative of employers in relation to Government and trade unions.
MEF actively contributes to improvement of business climate and elimination of business barriers providing a wide variety of services to its members. Along with representing the interests of employers in tripartite working groups and bodies at national level that work on the development of legislation, strategies and action plans, MEF services include provision of legal advises in the areas relevant for enterprise operations, economic studies and analyses, seminars and trainings delivery, production of publications, implementation of EU funded projects, and networking activities at national and international level.
MEF has been a representative employers’ organization in Montenegro since 2005.

MEF is an observer member of BIAC since 2015 and a co-founder of AREC (Adriatic Region Employers Centre).
MEF is a member of national Social Council, and is specifically active in the process of founding social councils at local level.
MEF founded an Association of Business Women and helped foundation of other employers’ associations at local and sector level.
MEF has formed Coordination bodies for cooperation with Tax Administration, Customs Administration and Ministry of Economy as well as a Working body with Directorate for Anti-Corruption Initiative.
MEF is a signatory of a series of agreements and protocols of cooperation with numerous institutions and organizations, local governments, university units, companies and other entities in Montenegro.
MEF cooperates with numerous employers’ organizations, international forums and bodies and other entities at international level. Cooperation agreements are signed with Slovenian Employers Organization (ZDS), Serbian Employers Association (UPS), Croatian Employers Association (HUP), Association of Employers of Bosnia and Herzegovina (APBIH), Confederation of Employers of Macedonia (CERM) and Albania (KOPSH), with Confederation of Industry of the Czech Republic, Association "Italia Opera", Maltese Employers Association…
MEF signed a United Nations strategic initiative for enterprises – UN Global Compact.
For the purpose of macroeconomic stability and correct industrial relations, MEF signed a Memorandum with Government and Trade Union on social partnership in the circumstance of global economic crisis.
SLOBODAN MIKAVICA - Short biography
Slobodan Mikavica, born on July 11th, 1960, in Sarajevo, graduated economics at the University of Podgorica. After years of work in the Planning and Analysis sector and later in the Central Information System of the Aluminium Combine Podgorica, he continued his career in private business. In 1992, together with his wife Ljiljana, Slobodan founded a company called Quin, which operated in the textile and cosmetics trade sector, and then transitioned to retail and wholesale of electrical materials in 1994. The company changed its name to Elko Tim and expanded its business to include the production of electrical distribution cabinets and electrical installations. In a short period of time, Elko Tim has taken a prominent place in the Montenegrin market and is recognized as a reliable and responsible partner. Along with its business success and growth, the company also maintains a responsible relationship with its employees and the wider community. Confirmation of this are numerous awards and recognitions, including the following:
Elko Tim, whose CEO is Slobodan Mikavica, currently employs over 60 people and has sales outlets in Podgorica, Herceg Novi, Budva, and Kotor.
Slobodan Mikavica is married and a father of three children.
