Workshop on informal economy

Montenegrin Employers Federation (MEF) and the International Labor Organization (ILO), in cooperation with trade unions, hosted a workshop “Informal Economy in Montenegro” within a project “Promote moving from informal to formal economy in Montenegro” funded by the ILO. The objective of the event was to present position papers produced by social partners concerning tackling informal economy as well as to present a promotional campaign to be implemented within the project. The position papers stem from the original MEF activities from 2013 on enabling business environment as well as from position papers elaborating on each of the recognized business barriers.

Another intention of the documents is to stimulate business environment creators and decision-makers to produce a comprehensive and systemic strategy and recommendations for tackling informal economy thus contributing to economic growth and formal employment. It is evident in all countries where it is present, that informal economy generates problems, creating “invisible” competition which in return jeopardizes legal businesses. These position papers will contribute to strengthening the role of social partners in the process, greater inclusion of both trade unions’ and employers’ representatives into decision making process concerning tackling informal economic activities.
